The Armament Retooling and  Manufacturing Support (ARMS) is a Congressionally mandated defense conversion and commercial reuse program. 

The program lets businesses take advantage of Government incentives to use land and diverse industrial facilities that include infrastructure, utilities, buildings and equipment at very flexible and reasonable terms.
